PDF accessibility for special districts.

Small staff, same rules
The ADA Title II rule gives special districts the later deadline, April 26, 2028, but no lighter standard. A district with a general manager, a board clerk and a part-time website has to meet the same WCAG 2.1 AA as a large city. More on the deadline.
Most of a district's website is documents: board agendas and packets, minutes, budgets, rate studies, water quality reports, ordinances, bid notices, service applications. At $5 to $15 a page, having them remediated by hand costs more than many districts spend on their website in a decade.
