The documents that never stop
A council or board that meets twice a month posts at least 24 agendas a year, and every agenda comes with a packet: staff reports, contracts, resolutions, maps, financial tables, scanned letters from the public. Then the minutes. Most agencies post more meeting documents in a year than every other kind put together.
The Title II rule's exception for older documents covers what you posted before your compliance date. Everything after that has to meet WCAG 2.1 AA. So an accessibility plan that clears the backlog but doesn't handle next week's packet fails within a week. More on the deadline and its exceptions.
Why packets are hard to remediate by hand
- Deadlines. In California, the Brown Act requires regular meeting agendas to be posted 72 hours ahead. Sending a packet out for remediation and waiting days doesn't fit.
- Mixed content. One packet can hold typed reports, spreadsheets exported to PDF, scanned signed contracts, maps and photographs.
- Length. Packets of hundreds of pages are normal, at $5 to $15 a page.
- Revisions. Supplemental items and revised agendas mean the same meeting's documents change right up to the meeting.

Do meeting agendas have to be accessible under ADA Title II?

How fast is an agenda made accessible?
