Colorado's HB 21-1110 makes inaccessible government digital content a civil rights violation. It covers state agencies and local governments, including the PDFs on their websites, and it has been enforceable since July 1, 2025.

What the law requires

• Who: Colorado state agencies and other public entities, which includes local governments.
• What: digital content and services, including websites, apps and documents, must meet the accessibility standards set by the Colorado Office of Information Technology. Those standards follow WCAG 2.1 Level AA.
• When: the original deadline was July 1, 2024. HB 24-1454 gave agencies one more year, and enforcement began July 1, 2025.
• Penalties: a private right of action, with $3,500 per violation to each affected person, plus other relief a court orders.

Colorado didn't wait for the federal deadline

In April 2026 the Department of Justice pushed the federal ADA Title II dates back to April 2027 and April 2028. That moved nothing in Colorado. HB 21-1110 is state law and is already in force, so a Colorado agency's PDFs are exposed today, not in 2027.

It was signed in 2021 and, after a one-year extension from HB 24-1454, has been enforceable since July 1, 2025.
